It seems that he plans to eat the feet but what I don't understand is, why does he leave them out for days on end? In my western culture one normally eats food straight away or leaves it in the fridge. I am worried he might get ill, and also the feet start to smell real bad as they rot. Would it be culturally impolite to confront him about this?

Is your flatmate a qualified chef, or a line cook with certificates in hygienic food preparation? I somehow doubt it, and his grasp of microbiology is probably pretty sketchy as well.
Damn the cultural sensitivities, it's impolite to endanger your housemates' health, which is what this guy is doing. If it's left out on a kitchen bench when he goes to bed, it goes into the bin, and the benches and cutting boards all get a good scrub with household cleaners just to show him how not to make others sick.
When he asks why his biology experiment has been trashed, tell him about a little thing called botulism. If he's living on his own, no one but him will be affected, but if you're living there as well, you have a right to a clean house and relative safety in your food prep areas.
If your place is starting to smell like Jeffrey Dahmer's, then it's time for him to shape up or ship out.

I am looking for a plan for a kitchen table with a bench on one side and chairs on the other?

I want the bench under a window, with storage in it, cover it is padding and fabric. then a decent sized table and 2 chairs on the other side, and i cannot find a plan anywhere. please help! i appreciate it!

Find a table and chairs off of craigslist. Build your bench. Cut 2 pieces of plywood to fit the back and bottom of the bench and upholster them.

Screw the plywood panels in from the back of the bench.
Upholster the chairs to match.
