Ahhh! Our junior prom, we did the whole tropical theme and it was a blast! Some suggestions I would recommend...
Party stores carry the cheap, brightly-colored, plastic table cloths. You can also buy faux fish nets from the stores as well. Finish it off with some nice flower arrangements with great tropical plants like hibiscus, or some cool shells or something.
It may be a lil out there, but we actually took an old satellite dish, and some spare wood and made a tiki hut out of it by covering the dish in palm fronds and wrapped bamboo around the base of the hut. Made great pictures!
Dry ice around a punch bowl will help create a misting effect which is kinda fun...
Leis... can't forget the leis... those flower necklaces scream a beach party.
Tiki torches are great...
Games may not be something your 17 year old would be interested in, but you could always throw limbo in there for a quick fun game.
Definitely check out the party stores, they have a huge selection of tropical/beach themed party decorations.

I work part time at Pizza Hut in Glasgow where i live and some family(A Couple and 2 kids) called me over to complain I thought they were going to say something about the food but then they pointed to a table over the other side of the room and I walked to the table and I viewed the most disturbing thing......
...The Man was sitting on the chair with his shorts and boxers round his ankles and the Woman just had a skirt on and was on top of him shagging him quite loudly I was like wtf and I then asked them to please leave the restraunt and the guy said we will just finish of first so then i just went and got my manager and she threatend to phone the police if they didn't leave.
The couple were in there 50's or something they were unbelievebly fat and ugly and i just didn't understand why they would want to do this. I will forever have the disgusting image of them shagging in my mind for the rest of my life and i am traumatized lol

I havent seen anyone having sex in public. I have heard it though, it was at Ayr beach in one of the wee isolated grassy areas. We were a bit along and heard it, ya know, the noises lol, was quite cringey, especially since I was about 12 and very immature lol
