I am not sure where you are in LA....But check with the department of parks and recreation and see what park community centers are available. I work at a park in Long Beach and we have had many Quinceaneras at out community center. Most centers have tables, chairs, a stage, and a full kitchen.This would probably be your cheapest facility.

First of all....California is a HUGE state....Are you looking toward northern California which would go San Fransisco and up or southern California.....Santa Barbara down to San Diego? Southern California has many beaches and parks that hold weddings. I work at a park in Long Beach.....it cost you around 500.00 to rent the community center, this comes with a full kitchen, tables and chairs and a stage. You can move the chairs out side to set up for a outside wedding under the trees, then hold the reception inside in the center. San Diego has some wonderful places from beaches to the historic park in Old Town. You need to narrow down what area your looking at. Winter time, southern California has better weather than the northern half of the state.
